Some of us would get a second job. Some of us would elect to not have internet, or sat tv. Forget the cell phone. Yes you can live without one. I still dont have one and I doubt that I ever will.
The proble with games is that they seldom reflect reality and set up parameters that prevent you from doing what you can actually do if it were allowed.
Whre I work the average for promotion to level 2 is about 18 months. My people promote early average for my crew is 13 months. I got my level 2 in 9.
Level 3 is 36 months. I did it in 17. My folks avg about 30 months. If there was a rule restricting this then of course no one could do better than what the parameters allowed.
I didn't play the game -- but why would someone making $9 an hour have credit card payments?
most people have credit card payments. thats a fact of life for most people. 73 percent of americans have credit card debt according to a 2010 reuters article. with the economy the way it is that number is probably in the upper 70's now.
Yes, I decided to look at the game and I can tell it's a farce right off - they give you no choices in housing costs for one. I wouldn't get a luxury apartment for over $700 for starters, maybe have a room mate or buy a used mobile home, live with parents.
It assumes you have a pet even though you know apartments dont accept them and that there are no choices in your health care plan, it gives you one higher premium to pay, not the cafeteria plans that are often offered. I've never paid over $300 for a car repair either, many car repairs can be done yourself and there's always the option of using the bus or riding a bike.

That's their own bad choices. I wouldn't have the credit card or make those kinds of purchases if I made $9 an hour.
In fact I've made less than that and didn't have serious financial problems.

But if you're making only $9/hr you shouldn't qualify for one.
Loose lending standards though allow this today.
But at one time they didn't. You could get refused for a credit card.
