And the funny thing is that Obamacare is not fully implemented.
Congress is borrowing "future" money to pay today's bills.
And what happens if Obamacare is not fully implemented ?
Congress modified Obamacare twice and Obama signed the changes twice.
That government subsidy to the poor to help pay for insurance is shrinking fast..by the time Obamacare kicks in there will be no subsidy left.
And here's the kicker...it was a bipartisan agreement..no bickering between the parties and the bill passed without any NO votes in both the House and Senate.

In December and April, lawmakers adjusted the formula that calculated how much of a subsidy would be given initially to buy health insurance through the new exchanges. Under the original law, many Americans would receive a subsidy larger than their income reflected, but Congress capped the amount that they would have to repay.
In December, Congress raised the repayment cap — effectively lowering the government’s payout tab — and used the savings to cover higher payments to Medicare doctors. In April, Congress raised the cap again, this time retargeting the money to cover the costs of repealing the so-called 1099 reporting requirement that small businesses said was far too burdensome.

The formula change eventually was rolled into a broader bill that included the withholding tax repeal and new tax credits for businesses to hire veterans. The broader bill passed unanimously, 95-0 in the Senate and 422-0 in the House.
So, if Obamacare is fully implemented, it will just be another unfunded program with its funding having been diverted? How much more will it add to the debt?

Looks to me like Republicans (House leadership and majority) are throwing the poor under the bus, and Democrats are piggybacking on the bus.

And if you read the article they approached Waxman and asked why he voted for it and he refused to comment.
This is BOTH SIDES freemkt. Not one Dem voted against this either time it was up for a vote. Twice they have lowered the government cap amount.

While I was not there and can only guess, I think Republicans saw the vote as a twofer: they get to accomplish desirable goals PLUS they also get the bonus of undermining Obamacare. I think Democrats figured that a 'no' vote was politically dangerous and thus unsustainable, while a 'yes' vote preserves their ability to kick the can down the road and somehow restore the funding later (like at some future budget showdown where they can cram in earmarks and pork),
