That is EXACTLY how I see it too. I have tried and tried, but I can't seem to come up with another angle on it.

To make such an argument one would have to think of Obama as the lowly business manager sitting at a desk over flowing with un-payed bills while the bosses are in their office squabbling over what to buy and what to sell.

In short, Congress has the power of the purse, the President is the one who has to pay the bills, perhaps you should look towards Congress to either raise taxes, find cuts or some rational combination of the two.

The president does not pay the bills. Their role is to ADVISE on where the money should be spent and veto if they don't agree. The Congress pays the bills.
