This is something that Republicans nowadays ordinarily do not do, not to mention the mainstream media doesn't like to admit that there is endemic and systemic racism against blacks in the US. Republicans don't like to question the effectiveness and fairness of the death penalty either.
This should put to rest any claims of Dr. Paul being an anti-black bigot. He's in effect stating that the justice system is intentionally biased against America's black population ; how many other candidates admit something like that?

Government isn't the only institution in the USA. He seems to have no problems with racism practiced by businesses.

This is not that different from what he's said before. He's held these positions for some time. The only thing that's different is that he's come out and admitted there is still institutional racism. Something that most US politicians, even Dems, don't admit.
