No one can spay/nueter all the cats, but owners need to be more responsible. It is not that expensive and shelters will do it for next to nothing, there is no excuse for not fixing your animals.
I had a dog that I did not spay feeling I always kept her in the house and on the leash. She never had any puppies. She did get pyometra when she was 12. $3000 later I got her out of the animal hospital. Always spay. For the sake of the individual animal (and your finances) if nothing else.

Spay em. Cost me a hundred bucks the last cat we got my daughter. Ammo is cheaper if they get knocked up. Take em for a walk and they get lost. Easy peasy japaneeze.

personally i think anyone caught dumping animals anywhere but at a proper shelter should be stripped to the waist, chained to a tree in public, and anyone who passes by should be able to purchase the opportunity to give the offender ten lashes. this would go on for a week, and all monies raised, plus what ever fines the courts decide to levy, would go to support various animal shelters.
1 buck per lash, 2 for a shot to the ribs, each side. 3 for a 3 min unlimited flurry of punches.
