Ah yes; without a budget there are no constraints upon spending. Since the Senate does not really wish to cut any spending remaining budgetless is to their (and Obama's) advantage.

I blame the House for not slamming the door shut on the cash box. No more money until a budget is passed, period. Of course Speaker Boehner doesn't have enough spine to draw the line and dare Sen. Majority leader Harry Reid to try to cross it.

I wish House Republicans would carry signs into the State of the Union Address tonight, turn to face the camera, and those signs show: Where is your budget vote Harry Reid?

Almost three years without a budget, including 2 where the democrats had complete control of congress.

Before the Senate can actually vote on a budget, the House must create it first. The House originates all budgets. Which means that if the Senate did not vote for a budget, then it is because the House never passed a budget. Where is the GOP budget?

The federal budget consists of thirteen appropriation bills, and the last time all thirteen appropriation bills were passed by both the House and the Senate was 5,114 days ago (1998). Since 1998 there has been Omnibus, Supplemental, and Continuing Resolutions, but not since 1998 have all thirteen appropriation bills been passed.

The Republicans have failed in their constitutional responsibility just as badly as the Democrats.

Nonsense. The Senate is required to propose a budget, which they can then pass. What do you think conference committees are about? Reconciling and consolidating bills that might be different from the two chambers.

You do know the GOP House has passed many, many bills, including a budget?

Obviously you have never bothered to read the US Constitution. Article I, Section 7, Clause 1 of the US Constitution states:
"All bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills."
The Senate does not propose anything other than amendments with regard to the budget. The GOP controlled House failed to pass four of the thirteen appropriation bills in 2011, just as they failed to enact a budget from 1999 through 2006. The fifth Continuing Resolution this fiscal year was passed December 23, 2011.
