The United States said on Wednesday that North Korea had agreed to a moratorium on nuclear tests and long-range missile launches and to allow nuclear inspectors to visit its Yongbyon nuclear complex to verify a halt to all nuclear activities including uranium enrichment.

The State Department said that in return the United States was ready to finalize details of a proposed food aid package of 240,000 metric tons of nutritional assistance, and that more aid could be agreed based on continued need.

I knew this would happen. North Korea would start making a fuss and crying, and then say ok, we'll post a moratorium on our nuclear program if you give us free stuff. Isn't this like the 100th time they did this?
We should've tested them a little and added a condition to the agreement: that they hold free and open elections. That might've demonstrated their seriousness in halting their nuclear program.

The moratorium will last only until N Korea needs money/food, etc. It's nothing more than extortion on the part of N Korea.
This plan won't work because Republicans in congress will use their power to block funding of the aid to North Korea, which is and has always been a key component of any agreement with them. I don't like DPRNK's regime any more than anyone else, but the fact is, energy and aid are probably the keys to getting them to stop their nuke program. Isolating them and threatening them with trade sanctions is not. I suspect, though, that Republicans will first call Obama an appeaser, and then they'll try to undercut the deal by blocking funding. You heard it here first.
