Federal agencies have the ability to selectively provide information to dissolve unwanted initiatives.

The Military and Intelligence organizations are too entrenched with Congress.

All legislation is by Congress.

Congress is lobbied ad nauseum.

Big donors feed the President's re-election machine and expect goodwill in return.

The President is nominally the head and loyal to his Political Party so his agenda needs to conform with their platform for Congressional support.

The Supreme Court is independent.

Federal Reserve policy decisions require no Presidential approval.

Anything else to add?

Seriously, what can a President order to be done?

That's what makes me laugh about Ron Paul supporters. Sure the things he says are great but congress controls mostly everything
