If their officials are asking WalMart for money, that is a problem with officials and Mexico, not Walmart.

If there is a Mexican bribary scandal it would be because Mexican officials insisted on being bribes. Why would WalMart be held responsible for conditions Mexico allowed to happen.
Why do WE allow States and cities to force Walmart to make donations or improvements to the city as a bribe in exchange for operating. That is the same thing just kind of covered up a little under the law. May have to donate land back to the city after they bought 15 acres, maybe the city wants a gift of 7 acres back in exchange for the right to open.
Maybe a city wants $200,000 for a special permit.
It's all the same as Mexico here as well, we just have smoother Democrats/people to bribe.

But when a whistleblower stepped forward, the corporate management decided to cover it up, rather than step up and do the right thing. Since laws in the United States and in Mexico were broken, and egregiously broken, it's fair to predict that both governments will be initiating investigations, and Wal-Mart will be facing steep penalties as well as increased scrutiny around the world for its practices.
