States don't have rights. People have rights. Of all the governmental units that are useless, state governments top the list. The important things are handled at the Federal level. You can't achieve economies of scale, you get States competing against one another to see who can lower middle class benefits the most in bidding wars for corporate relocations. You could reduce administrative costs, pool resources, etc.
France, Scandanvian countries, Japan have a very strong central government (unitary) and weak local governments...they seem to have done very well.

When ever someone wants rights for a state it usually means they want to deprive someone of their rights as an American Citizen. We have already had one Civil War over this

Speed limits are a matter for the Federal Government to set on interstate highways. On local highways and roads, they should be set by the local city and county officials.
