At this point, there has to be some form of consolidation with Russia. The arms sales are meaningless. They are selling archaic, obsolete technology. Compared to the Russians, it might as well be from the stone age.
No. You don't reward bad behavior. They have invaded Georgia,threatened Poland and other allies in eastern and Central Europe. They have continued to ally themselves with Syria and Iran,even as Iran is building nukes. They have killed their own journalists and others who speak out and try to uncover corruption. No. We were wrong to think opening up trade to China would change them. It hasn't. Won't change Russia either.
They did not "invade Georgia", Georgia invaded South Ossetia which killed many Russian peacekeepers in the area. This is what Russia responded to.

They already are and those concerns about Meduim-size business being unable to compete from cheaper imports means Wallmart is coming soon and they just joined the fun that we all have been having
There are already Russian and European "Wallmarts" here. Everything else is also available.
U.S. and EU didn't want Russia in WTO, because they were afraid of Russia's cheap labor. Recently they noticed that labor here is very expensive (Russian Fords and other cars cost 5-10% more than in U.S. and EU).
If Russia somehow manages to mitigate that - it may flood the world with its products (industrial equipment primarilly). Otherwise... better for us to avoid this...
