Conservatives have been blaming Teddy and Franklin Roosevelt, and Lyndon Johnson for all that ills American (some even go as far back as Lincoln) but for some reason pointing to the policies of a President only four years removed and whose many policies are still in effect is somehow inappropriate, unfair, or irrelevant. So, out of sheer curiosity could some one explain to me the logic behind this idea and perhaps explain why historical points 50-70 years ago are relevant but those that took place 4-12 are not?

Yep, no different than how corporate welfare is now good that Obama is practicing it. Bush will go down in history as a failed president. Positioned somewhere near Obama.
it is an utter lie that republicans ever blame Lincoln for anything. Take that back.
Now to deal with what Republicans blame FDR for and why it matters. SS is what it is because of the way that FDR structured it and because he took it from being an off the books thing to allowing the funds coming in, to go directly into the treasury.

I haven't heard a lot of conservatives blaming Teddy, so perhaps you could expand on that one. I see more blame directed at Wilson than at TR. Lincoln tends to be blamed by some libertarian-conservatives. FDR and LBJ obviously oversaw landmark expansions of the federal government.
Bush did create a new entitlement, and many conservatives expressed displeasure about that, but it was not of the magnitude of what LBJ and FDR did.
I wouldn't go out of my way to defend W Bush. But so often when Bush is attacked, it's on a delusional basis ('Bush lied, thousands died) and I will argue against that when I see it.
