The 450 million rounds of .40 cal is probably for the new battalions of U.S. Marines that are being formed 'to assist and train foreign government police'. I'm amazed at the amount of spy drones that will be flying over cities and towns and no one seems to be concerned about it.
DHS getting involved in local civil disturbances is just more 'mission creep'.
Oh no. Not again. That "issue" about the ammunition has been beaten to death, and debunked, a dozen times already. :roll eyes: Please try to keep up.
As for gearing up for riots? It's not likely to happen, but it never hurts to be prudent and prepared for any eventuality. Any law enforcement agency, or military force for that matter, has contingency plans.

One of the below:
1. Riots in the streets over the economy that still might totally tank
2. Ammunition maker is a big Obama campaign contributor
3. Chemical/biological attack from overseas which could lead to extreme chaos very quickly
4. Some type of contagion.
5. They plan to take away people's guns.
The thing I wonder about is won't the ammo be obsolete in 5 years? That is, won't the weapons it's fired from be obsolete?
