Wouldn't layering (especially if we're talking about a t-shirt) get in their way? I don't play volleyball, but I do yoga these days, and wear nothing but stretch pants and a sports bra... anything more would restrict/impede my movements, not to mention I definitely need that extra support. It also gets REALLY hot to wear much more!
Since you're a man, I wouldn't expect you to know what works for our bodies.
I admire these gifted athletes and appreciate their finely-tuned bodies ... and their sharing those bodies with us. If I had my way the Olympic uniforms would revert to what they were in the beginning. Nude.

I admire their bodies too, and enjoy seeing these amazing examples of healthy forms. Especially as a long-ago competitive athlete (figure skating) myself, I know what it takes to achieve that kind of body. I'm particularly mesmerized by the runners, both male and female - their stomachs & legs are INSANE!!! So jealous, but in a good way.
As long as the women have the option to wear something more modest if they feel uncomfortable then I don't see any controversy at all. On the other hand, if they are required to wear some skimpy outfit just to compete lest they are not allowed to participate then that would be wrong. But, I get the feeling that many of the women are proud of their bodies (they should be) and that they don't mind flaunting it a little bit or showing off. As long as they're not forced to show more skin than they're comfortable with then I don't think it's controversial at all.
I noticed in track and field that some were wearing full shirts and not the halter top so I think they do have a choice. Frankly I find the rock hard stomach muscles particularly nasty but I'm not a guy and I'm not an Olympian so cares what I think.
Oh and to those who claim it's for easy movement, the USA lady who wore the full shirt won the race. There goes that theory.
The only sport I really have an issue with is the women's beach volleyball. The dress keeps the sport from being about the amazing athleticism of the players and the strategy and play of the game, and turns it into one long soft-porn video.
I call B.S. on "what else would you wear for beach volleyball?" Does anyone see any WATER around there? It's just volleyball on sand, and IMO longer legs would do the players a big favor. I'll bet landing on that sand HURTS. It's sexist fashion, pure and simple, that keeps the women dressed like strippers and the men in actual athletic wear.
