What typically happens is the budget is reduced but not the missions. IE world cop duties. The military is then forced to cut maintenance and training programs to compensate.
Absolutely we should. We can still address waste and fraud even if we dont but once again, why are we still in Afghanistan?

Well when you are in the middle of the worst economic downturns in modern times and the previous administration simultaneously put two wars on credit and cut taxes that influence the deficit greatly.... Well you get the idea.... Not to say Obama has done everything he could or correctly. McCain would have had the same wars and tax cuts effecting his budget. Not to mention the money Bush signed into TARP. Any president would have had the debt swell under those conditions.

And no it isn't all Bush's fault and yes there were plenty of democrats to share the blame with. But it was his administration in charge and he was the Chief Executive just as it's Obama and his administration now.

And no, I'm not a democrat or an Obama defender just putting out the facts.

Indeed both are to blame but we continue to walk through the same pasture wondering why we continue to step in manure.

But this falls apart as we as a country do NOT have to keep our expenditures the same. We should enact dramatic cuts across the board.
