For 2 sessions of Congress ruled by Democrats Reid & Pelosi(110th & 111th) Obama's own party knew exactly what they had created and were going to continue. They held the purse strings for 2 years, prior to Obama taking office.

2007 is very significant in the timeline of things to happen.
