There was no "in the sights" intel or opportunity. The kidnap opportunity was scrapped b/c it depended on Afghan tribesman and locals who were mercenaries to kidnap and then transfer to a rival tribe who would then transfer to the CIA.
The attack on the VX/pharmacy plant was as you say an attack on UBL after the Khobar towers attacks.
Clinton then modified Executive Order 12333 in early 1998 to use deadly force on UBL & Al-Quida actors.

It is a sad thing what our Gov is doing. The facts are our Gov is anti-American and it is showing with the stand down at the Embassys no bullets and all.
Now Al Qaeda will probably kill these hostages France won't send any military in because of the hostages isn't that a dumb reason what are they waiting for they have had those poor people since Sept 2010. What is our Gov doing for these people isn't France one of our allies?
