Is it all on Bush, all on Obama, or a combination of both? In asking this question, I am referring to the economy today, in 2012, not what we had in 2008. My vote is a combination of both. Bush is initially responsible because it happened on his watch, but Obama was tasked at fixing it and his policies have prevented a strong recovery from taking root.

Neither.

The correct answer is the bankers who were lending towards toxic assets.

You missed Reagan.
You know, the guy who sold his soul to the CIA since the 1940s.

I'm in the industry and sadly many Americans were victims because regulations were so relaxed, you could if your conscious allowed you to talk people into programs such as neg-arms and leave out the risk details associated with them. It was a mixture of lack of regulations and inadequate research by borrowers.
