This is a serious question. Clintons teleprompter failing 5 minutes into his State of the Union address and him being able to deliver one of the greatest speeches of his Presidency is one of the most undderated political accomplishments of our time. A President should be quick witted and be able to improvise. I try to imagine GW OR Obama pulling the same thing off and I dont think they would physically be able to do it with any degree of eloquence or confidence. GW was a horrible speaker, and Obama got lost and bumbled through a teleprompter failure in a small local town hall meeting, never mind a world stage Presidential speech !
Sticking strictly to script is necessary in the politics of today. Speaking off-the-cuff can be a risky proposition especially when there is a video device every where one goes. Considering what Governor Romney is struggling to overcome right now maybe he should have had a teleprompter at that infamous donor's conference.
I made this point in 2008 and I guess that I have to make it again (big surprise).
Having watched Obama during at least 7 personal appearances, 27 primary debates, 3 presidential debate, and more interviews and talk show appearances than I care to count without a teleprompter, this meme needs to be put to rest faster than the birth certificate bs.
