I'm not a Chris Christie fan (far from it) but I don't see the harm in this.

Maybe he's thinking like a parent, perhaps thinking it could benefit the kids who are being affected by this storm to have something to look forward to, something that will seem "normal" after a harrowing few days.

Halloween is a big deal to little kids and I see this as a good will gesture. I think it will make a lot of little ghosts and goblins happy.
