As an aside, the U.S. is a signatory country to Agenda 21, but because Agenda 21 is a legally non-binding statement of intent and not a treaty, the Senate was not required to hold a formal debate or vote. It is not considered law. George H. Bush was one of 178 heads of government to sign it at the earth summit in 1992.

They have the EO # wrong under Clinton. No technically it is not Law. Law really doesn't matter. It's incorporated as Best Practices, which local Master Plans utilize. It's being implemented administratively. Agenda 21: ExecutiveOrder 12852 - Establishes "President's ...
Also, it should be mentioned that the "Growing Smart" the Legislative handbook with model statutes that came out of that Clinton EO is utilized just for that purpose.
