The problem is math. Poor people have little disposable income and generally have no savings. A few percent of the top 1%'s income is 50% of the bottom 20%'s income. There simply isn't enough money at the bottom to tax. It is part of right-wing propaganda because it provides a destruction from the real problem, over the last 30 years we have lowered taxes on the rich, with nothing good to show for it. The government is poorer, there is much higher inequality, lower job and lower growth.
So, rich people should pay the bulk of the tax burden locally, state wide and nationally so the others won't?

Well, tax burden should be heavily on those who reap the benefits and have the ability to pay.

Since the rich earn the bulk of income they should pay the bulk of taxes.

So says one who doesn't have the ability to capitalize on these "benefits" due to limited intellect.

The rich certainly do not pay the bulk of local taxes. The middle class probably pay the bulk of local taxes, and the poor - due to excessive unfair property taxes on rental property - probably pay almost as much as the middle class.

The Millionaire Next Door does not live in a million-dollar mansion, he lives quietly among the middle or upper middle class. I knew a millionaire retired architect who lived right in my neighborhood (until I moved out; he still lives there) - the property taxes on my rented home were greater than the property taxes on his owner-occupied home.

Capital can limit success as much as or more than intellect.

I've got this longstanding question for Republicans:

Should homeowners who do not own "nonhomestead" property be allowed to vote on a "nonhomestead tax" from which they are exempt?

"success" is a complicated formula. LUCK, education, intelligence, "business sense", experience, financial backing, personal support and motivation, LUCK, location, not only opportunity, but proximity to those opportunities, demand for services or products, proper pricing, ability to identify and compete with competition, etc. Most "ingredients" need to be present in the right proportion. Did I mention luck? Most ppl don't have the tools to succeed.

9 out of 10 first time start ups fail within 5 years, most in first year.

Since the wealthy earn most of the "discretionary income" they should pay most of the taxes. Asking ANYONE to pay taxes on their first dollar is mean spirited. In the world richest country everyone should have ready access shelter clothing and live sustaining nourishment without a government taking from them. Once anyone makes enuf to care for basic needs they need to be taxed fairly on that excess income.
