The Ward 8 council member (Marion Barry) and former mayor persuaded the Aging and Community Affairs Committee to approve legislation that bars employers from asking about a person’s criminal record until after a job offer is made. Employers could only rescind offers if the applicant’s past convictions are directly relevant to the job.
Naturally lobbyist representing businessmen were at the meeting opposing this. The bill goes before the full council on Tuesday. So who's going to be responsible if you hire a maintenance man with a record and they turn around and hurt someone, while on the job, when the victim sues? And who decides if the convictions are directly related to the job?
nibbling away of the basic right of self defense and the rights of americans to conduct business make loans and hire employees is the work of a corrupt and unamerican congress.
ACLU has become a monster.
The ACLU won't get involved until after the bill gets passed. Pity the first poor businessman who is freaked because the person he just offered a job to has been in prison six times for stealing women's underwear and he sells men's clothes and decides not to hire the person after all.

Or employment in the schools..the non-teacher jobs.
And if they are fired after hired but before they start because of a criminal record, DC has a Human Rights Committee they can go to.

Not surprised at all but thanks for the heads up anyway....don't forget in DC a person can even have a government job and utterly refuse to answer the employers questions under oath in trying, to find out what the heck your actually doing at work, go for lunch and call it a good day knowing full well that ch is still on its way no prob.
This is not only bad for business, this is horrible for non-criminals looking for jobs. Those who play by the rules will lose out to the bad guys. Criminals often have con artist type personality types and will beat out the good guy just about everytime. The only thing protecting the non-criminals are when employers screen against criminals.
It used to be legal for employers to require prospective employee to pass a so called 'lie detector' test as a condition of employment. That was changed a long time ago and there has been long loss to employers since this practice was outlawed.
**Side-note**
I once knew the CEO of a large trucking company that had administered hundreds if not thousands of these 'lie detector' test on prospective employees back in the day. One of the questions on the test was "do you believe in God"? For every person that answered "no' the machine interpreted that answer was a lie.
