Also, the whole process ended up becoming cyclic, just in a different venue, at an even greater social and financial cost. The percentage of incarcerated individuals that are mentally ill is astronomical. Instead of psychiatric institutions, they are warehoused in jails.

I would rather let a hundred potentially violent nutcases go free then institutionize one peaceful nutcase.

Make no mistake, the problem began before Reagan's de-funding. In the quest to improve paitient rights, for the truly mentally ill, we have done them a disservice. Jails have become de facto mental institutions. I'm sorry but when someone poses a risk to others there should be steps to mandate medication and/or institutionalization.
