When I was a kid in the 70's we used to play "Guns" all the time. I had a couple cap rifles and friends had a few more and guess what if you didn't have a gun you used a stick that looked like one. It was great fun. Also played with little plastic army men.
My Dad had guns and we would shoot the BB gun all the time. He had a .38 revolver as well that I knew was "hidden" in his closet but I knew that if I went to look for it I would get a beating so I never did. It was called FEAR with a bit of respect, something alot of kids have none of today. Later when I was old enough came paint ball guns and then real ones.
Trouble today is all the violent video games and movies. How many movies show people pointing guns at others, friends included? How many show the guy take the clip out to unload but they forget the one that kills is still chambered? How many kids use movies and games as their education to the real world?
My niece is 2 and went halloweening at the local mall as a cowgirl but her mom thought it would make too much of a problem if she wore the little plastic gun on her hip. SAD.
AS for a kid getting in trouble for bringing a plastic knife to school to spread her jelly it is a matter of trust........ we can't bring anything like that on a plane... Ridiculous. A knife used to be a tool now it is a weapon of mass destruction.
If I had kids I would let them play guns and I would also teach them right and wrong.

You do know that NCLB/Race To The Top schools have to report their reportable incidents to their various state Boards of Education.
