simple clerical error can be pointed to why he was issued a SSN that would normally be associated with a person from CT, but the SSN is not always given to those who lived in CT. you could have lived in Florida and be issued an SSN that would normally be given to a person in CT:

The numbering scheme was designed in 1936 (before computers) to make it easier for SSA to store the applications in our files in Baltimore since the files were organized by regions as well as alphabetically. Don't need a death certificate. The Social Security administration has a death index that includes the SS# of every person who has died since SS#s were issued.
If this person was born in 1890, there's a pretty good chance that he has since died.
If you go to ancestry.com and sign up for a free trial, you can search the SS death index yourself. Look for someone you know who has died and see what info is given.
Then search for this person you believe has the same SS# as the president and see if anything comes up.
You don't need to take anyone's word for any of this. You can confirm it, or not, yourself.
Even if he wasn't a "natural born" citizen, he would still be eligible to get a SS# as a naturalized citizen or even as a permanent resident, so I guess I am not seeing why he would need to steal one in the first place.
