Yep, the essence of utopianism. Please point us towards one society that has implemented these ideals and succeeded.

In advance, let's stipulate that the United States has never qualified on this count.

would these 10 be Federal Law or Constitutional Amendments?

If Federal law...What of taxation by the State? or Local entities? Federal Laws can be changed/overturned and amended by the next Congress.

Number 2 on the list:

2. No more income taxation and Internal Revenue Service. Everyone would be free to keep everything he earns or inherits (and would decide for himself what to do with it).
How would this society cover roads, sewer, potable water, police protection, fire protection, education, safe drugs and food, attacks on America, etc.....?

We would quickly become a third world nation with a lack of infrastructure, public health, educated populace, ability to compete on a global level, etc..........

The very wealthy would extract all the wealth from this country and go live somewhere else where there is a livable environment. The rest of us would be impoverished and disease ridden.

Most likely it reverts back to the state. I remember [back in the day]driving through "poorer" states and the highways were like backwoods.

If you lived in a "poor" state you would be SOL.

That would eliminate tourism in Republican/red states.

It is more about state rights, as it should be.
