The article is a farce. They are excluding the best high schools. That's like saying the top Vikings players are better than the top non starting Ravens players.
The top public schools creamed the best charter schools, hands down. Number 10 of the top ten public high schools scored about the same as number 1 of the charter schools.

Charter schools ARE public schools. They are either chartered by the school district or by the state. The performance of charter schools is very uneven.
This thread is an immediate failure and I will tell you why.
Charter schools in Chicago have the option to throw out disruptive students quickly because when you attend a charter school, you have a fallback (i.e. the neighborhood public).
It takes much longer to throw out disruptive children from a neighborhood public because they have no fallback. You must first write an intervention plan, possibly a behavior plan, document every little thing and maybe, just maybe that child will go to the district's alternative school.
A kid does something minor at a charter school, and he can be gone in an instant.
Until charter school advocates admit that they have this huge advantage, they are doing nothing more than blowing smoke up the public's rear with their numbers.
