LOL. Congress as a whole, or an individual congressman acting alone, can do nothing to initiate a federal court determination. Neither would have standing as a plaintiff. So "Zullo" can meet with whomever he pleases, but I'm afraid to give you this "breaking news": it won't matter one whit. Obama will be in office until January 20, 2017.
