I know that this guys sure seems like he is guilty, but do we know for sure he has actually shot anyone? I admit to not really following this story that closely, which is why I'm asking the question.
I mean, a person can say he is going to rob a bank, but do we automatically assume him to be guilty if there happens to be a bank robbery?
He sent letters to the cops listing persons who he intends to kill. While that does not automatically make him guilty of murder, it is hard proof of intent to murder, which is a crime.
