I have to admit that I am a bit confused here. Many who buy precious metals do not own it nor do they buy it from someone that actually owns it.
What exactly is the point with this law?
I think its so its easy to confiscate when the time comes.Gonna need something other than dollar bills to use...they are becoming worthless...precious metals don't.

There is nothing to confiscate as I note. Many simply own a blurb in an email saying that they own gold.
