Yes. He was born of US Citizen mother who had spent enough time in the US after age 14 to satisfy the requirement for natural born citizenship (i.e. citizenship at birth).
That sort of really screws the birthers who claim Obama is not a natural born American. Last time I checked Kansas where is mom was from was part of the USA! LOL
He's eligible, but no, he could never become President.
I think both parents have to be American citizens at the time of outside the US [or US possesion or territory] birth.
Quote:
Birth Abroad to One Citizen and One Alien Parent in Wedlock
A child born abroad to one U.S. citizen parent and one alien parent acquires U.S. citizenship at birth under Section 301(g)
Teds father was not a resident alien until after ted's birth in Canada and the move to Houston at age 4. Ted's father became a US citizen in 2005. a little past the AT BIRTH provision of 301(g).

I get the family Ted Cruz is going to soon become the GOP's "flavor of the month" ala Marco Rubio, Herman Cain, Michelle Bachmann, etc. until he inevitably falls flat on his face.
Voting Ted cruz in office [to me] is analogous to the family in the turn of the [20th] century that save for years to buy a new buggy...when they finally buy one, everyone else is buying Model Ts...
Teds style of politician is as archaic to this new century, as the buggy was to the last...
If the Right nominates Cruze then they just want to lose. Its like the Akin or Murdock nominations. Quit being stupid as Jindal said.
