"Law" was conceived to work in conjunction with peer pressure/ guidance from the community and religion. Law was designed as a partner with morality and ethics.

With the secularization of America only the 'law' is left to direct behavior and has been found to be inadequate, grossly inadequate. Not everyone has a paid subscription to legislated rules. What to do about them? Society tightens the noose on law abiding citizens in an attempt to control the criminals. We lose our freedoms and the criminals who commit most crimes are unaffected.

Various ideologies have been invented to replace reiligious guidance and are dismal failures.

The "law' alone is a three legged horse and will always come in last.

Add to that all the feel good laws generated to advance political agendas and careers along with subjective enforcement and you have a 'justice system' that provides no reference for behavior as the legislation is written in an alien language the average person cannot understand. Given all the appeals and reversals and legal interpretations that may take years to conclude, no reference point for behavior exists.
