Why did our FBI put petty criminals on the top ten in the late 90s/early 2k instead of finding Bin Laden? (crime, money)

The Department of Energy should have put OBL on their "Do Not Give Nuclear Permits" list
The General Services Administration should have put OBL on their "Do Not Sign Contracts" list
NIST should have put OBL on their "Do Not Accept Weights and Measures" list
The National Wildlife Service should have put OBL on their "Do Not Give Fisheries License" list
The Department of the Interior should have put OBL on their "Do Not Access National Parks" list
The FDIC should have put OBL on their "Do Not Insure Deposits" list

The FBI's Ten Most Wanted List and associated reward has been very effective in the capture of the bad guys who walk amongst us. Putting someone like Bin Laden, who likely never set foot in the U.S., on the list seems mostly symbolic, no different than killing him.
