And, uh, yeah, I totally get the difference between public and private. Which is why I've always opposed the conservative wet dream of privatizing all government functions. Now, let's see, why do I have to oppose it? Because it's one of the most prominent positions of the conservative movement.

The big difference is that business runs on profit and CEOs get better pay with increased profit.
Where is the profit here ? Oh..I forgot. This is government so they don't even need to break even on revenue.
The saying "Government should run like a business" is based on accounting. Don't spend more than you make. When revenue goes down you cut back. When you have a surplus you invest it, not spend it frivolously.
It's not about CEO pay but you are only focused on that it seems.
