If a white Hispanic eats tacos, listens to mexican music, and speaks spainsh... is he "White"?
For international comparisons it would be better to compare American metros or urban areas against world urban areas as minorities can be concentrate in or out of the city limits and some places have larger or smaller city limits relative to metro size.

White is a race not a culture. Tacos and Mexican music are cultural things not racial things. However, most Hispanic in the US today are partially white racially due to their Spanish ancestors.
The question in the OP is "still have. . . ". Some of the cities people have been mentioning never were >50% white, e.g. Hong Kong, Beijing, Sao Paulo, Mexico City, etc.
