The speed and deadliness of recent high-profile shootings have prompted police departments to recommend fleeing, hiding or fighting in the event of a mass attack, instead of remaining passive and waiting for help.
Well fighting wasn't the entire focus of the advisory, but here's a good example. (It just happens to be on the top of my mind because it came up in another thread a few minutes ago.) In 2008 there was a shooting in a church in Tennessee and many more than just two people would have died if the congregants nearby didn't rush the shooter and subdue him. Now, I'm not sure I buy the advice, but the argument can and is made that if there are ten people in a room that a shooter enters, and all ten either cowers and/or runs away, there is a greater chance for any one of the then of being killed than if they all instead ran at the shooter to take the shooter down. Like I said, I don't know if I buy it, or maybe I do but I'm still not sure it is operational advice.
Running away gives the shooter a nice big target, your back.
Of course the cops never mention fighting back or defending yourself, they want an monopoly on that.

The biggest problem is ten people are not going to rush the gunman. You don't have time to discuss the best survival option.
