Then he is an incredibly weak leader. At no time during his presidency has Obama's party not held at least one house in Congress. There have been presidents who led Congresses that were held entirely by the other party and they managed to get through legislation - and to LEAD.
It is pretty hard to lead a bunch of terrorists and thugs. This GOP congress is the worst in a century. Seriously.
