NYS easily.

You can literally come here with nothing but a child, and the city will procure all of your essentials at the drop of a dime. And that's not really the bad part; the bad part comes in when people become completely dependent on the state the entire time, and create a web of dependency with their kids and other relatives.

I would also vouch for NJ....I can recall that they were actually paying car insurance for some folks who were low income. Their reason? They did not want these folks who were at a "disadvantage" from having the access to certain resources that the rest of us [who pay for our own car insurance] have.

Don't worry my check to the government is on it's way. After the welfare leaches get done with it there may be some left over for you.
