This is obviously a government run program. I say that because, just for the heck of it, I went to that Connect To Compete website and plugged in my zipcode.
On the page that came up, I got these 2 'competing' messages:
You live in a zip code that qualifies for our deeply discounted Internet and computer offers!
and:
Unfortunately, there are no discounted Internet offers available in your area at this time.
This, my friends, is a prime example of what's wrong with anything the government touches.
As long as you want to live in a select set of zip codes in poor neighborhoods.
On the merits of the program, the linked article indicates it is worthwhile. On Internet cost in general, in the U.S. Internet access is an oligopoly controlled by a few players who keep costs high. In Europe, the cost of high speed Internet is a faction of the cost. The idea that wifi should be a public service available everywhere, is also a good idea.

Thats how the phone program started as well.. Then as soon as big business seen the money to be made by giving away free crap and billing the taxpayers, it expanded everywhere..

The FCC is moving from the Lifeline program to this.
It's not complete yet as they bring their pilot programs to more cities.
The FCC announced this last year.
Hopefully they won't let people self-verify like they did with Lifeline and later find out 41% didn't qualify.
The FCC determined access to the internet is a necessity like access to a phone.
Limited internet access should be free to all for surfing. Downloads/upload of files should cost money.
A data plan and smartphones are included with this.
You'd have to read through the FCC info about the details which I forgot.
