Isn't that sort of thing the FAA's purview, or am I misreading things?

We lived there for three years while my husband went to grad school at Iowa. It's about as liberal as liberal gets. If I recall correctly, the city council had designated Iowa City as a "nuclear free zone" back in the 80s when we were there--there were little signs with a mushroom cloud with a big red circle and slash through it around town. This just sounds like more of the same. It's a neat town though--amazingly sophisticated for a community that size with a million things to do. Now that Nebraska is in the Big 10 the Iowa/Nebraska games are hard for me. I love the Hawkeyes too.
