What about two-party rule? Brazil has about 5, 7, or more parties and no real party loyalty culture like the U.S.
And I'm not talking just tiny parties in Brazil. Brazil has more than 2 major parties.
There are cultural components to corruption and then political components. I'm merely stating that mono-party rule makes it easier for corruption to flourish as you don't have calls for investigations and it makes it easier for those in power to squash investigations etc. if they control the processes.
"Colleges" do not look at GRE at all. Graduate schools do. However nowadays GRE means nothing as long as you pass the threshold, and they can.
And in China only "paper exams" are offered now. It is believed that computer aided tests yield slightly higher scores.
I think it was the LAtimes that did a story on the problem with graduate students from China getting into various graduate programs but could not understand basic English. After an investigation it was discovered a massive cheating problem was going in in China and not much was being done to shut it down.

All students from East Asia speak poor English, at least for the first few semesters
After all, it is another civilization where all terms in science and arts are taught in Chinese characters, not Latin or English.
