Food stamp pinatas (Putin, Mexican, party, abuse)

I don't like to rag on food stamp recipients - it's a small minority that abuse it - but what Texas state official authorized an El Paso pinata store to accept food stamps?

While I agree EBT is abused. That is NOT a pinata store. It's a Candy/Sweets store that sells pinatas.
