In general they are referring to the simple fact that if you spend $100 on gas, about $5 or so will end up as an after tax profit to a company like Exxon while the Federal govt will get a much larger amount of money in the form of federal gas tax, federal income tax and various other tariffs, fees or indirect taxes like the income tax of the workers that had to be paid out of the $100.
I'm certainly not arguing that there shouldn't be these taxes but it's funny how back in 2008 when there was the oil company witch-hunt the sheer hypocrisy of all these politicians sitting around moaning about "record profits" and "Bush's oil buddies". It was grandstanding to stupid people and not shockingly, they didn't do anything beside posture for 2008 votes.
State, local and Fed govt. get something like $40 or so out of the $100 and they are putting the blame on the guys making $5.
