If it's cost effective is a separate argument. Kasich seems to be saying that it's good for some but not others. Is this not the argument that others have argued against many times? The government picking who will be the winners?
It's a lousy idea. A politician has no business treating one constituent different than another. So if I do not want to work I simply move to an already depressed area making it even more depressed.

Agreed. I personally think the program is a step in the right direction, but should be applied evenly across the board. If someone needs their life subsidized directly, put in some hours helping the community or bettering yourself to take advantage of future opportunities. It really is not too much to ask for any able-bodied member of society.
No, they will deport to parts of the state that doesn't have this requirement making those parts even more depressed.

As a matter of fact, those people in the most depressed districts need a program like this much more than the people who live where there are (apparently) jobs that they may not want to take.
I'm okay with it as long as job training is free, but I bet Kasich would never support that.
Jesus, you're not happy unless everything is free. No one is going to give you a house, give you a better than minimum wage job, give you a car, give you an education. If you want it go work for it like the other half of the country does.
