I hope you are correct. If not, Obama will have to convince the people that shoot back that this is the case. Some of them might be Russian, and/or Chinese.
... I think he's going to pin the whole thing on Congress no matter how their votes go. What he does best is avoid blame. Those egomaniacs on the Senate Foreign Relations Committee couldn't just vote yes or no. They had to own the plan by adding their own rules to it. If he takes any action and it goes badly, it will be Congress' fault. If they vote "no" and later on down the road something bad happens, Obama will say he wanted to go but Congress said not to...
But that would be following the CONSTITUTION. I don't see the problem.
