??? In many college towns, the existence of a large labor surplus allows employers to pay minimum wage for low-end jobs, regardless of performance. Cities with a high proportion of young college graduates (e.g. Portland) also have many minimum wage jobs where performance doesn't get you a raise.

Depends on where McDonalds is located, surely there are college towns where McD pays minimum wage.

How is not paying them a better wage not your fault? That makes no sense.

No, it's against the law for a city to impose rules on an entity not in it's jurisdiction. I think the City knew this and that may be why they didn't pass a law. Unfortunately anyone can start an initiative without knowing all of the complex details of law affecting it.

Yet unemployment went down in Washington and Oregon, which both have seen increases in their minimum wage over these past couple years....so the myth you are using isn't true.

People can eat before going to the airport and choose to spend no money while in the airport.
