The first thing that popped into my head when I read this... it ain't only minorities low income people that act like this.
This is probably a mixture of people who are needy, with people who wanted to make sure their kids got something, with people who are hyper-competitive.

The opening of a store giving away free stuff. A complex with first come first serve section 8 vouchers. It's no different. Giving away anything for free just invites this behavior. People will camp over night just to get something they think is a deal much the less free.
Now if you really want to see bad behavior attend kid's sporting events.
