Talk about foreshadowing. I doubt Eisenhower could have imagined a president with such a paper-thin resume as Obama, one so ill-equipped to deal with the military-industrial complex. Considering the fact that Obama is a puppet on the end of some Gepetto's strings, it's unlikely we'll hear anything earth-shattering from him during this speech. He campaigned on a platform of scaling back some of the Bush security apparatus -- and he did, to a small degree -- but then went crazy on surveillance and drones, drinking it up like Ted Kennedy at last call.
The jury is still out for me on what Edward Snowden did. I'm not a fan of our military secrets falling into the wrong hands, but I'm not a fan of the military-industrial complex either. For them, no budget is too big, no cost overrun (yes, F35, I'm talking about you) is too large.
When you really know about the present day abuses by the member Agencies of the Joint Terrorism Task Force (JTTF) you realize that the walls of totalitarianism are closing in on U.S. citizens. Sadly, Mr. Obama while so eloquent at making speeches apparently lacks the courage to take meaningful action to prevent our nation from becoming an Orwellian surveillance State. President Eisenhower is probably spinning in his grave.
U.S. Senior command tried to browbeat Kennedy into action over Cuba during the missile crisis. Kennedy was just a LTJG on active service during WW2. He really knew nothing compared to the fellows he was up against. Yet he stood firm and violence was averted.

The WH filed a motion in the current court case to "freeze" the release of any information on spying on Americans until it goes through the appeals court.
Just like past spying cases..this will be buried for years and then dismissed because of a rule change.

Obama doesn't need Congress and hasn't asked Congress to do anything.
Obama put his own "panel" together and they recommended changes and he's making them.
Tightening up security so that secrets don't get out the way they did.
The focus of this panel was to keep the secret operations secret.
Cass Sunstein was picked to review the NSA policies and recommend changes to the WH.
