Wouldn't surprise me at all. I have a thread discussing the issue of profiling. There is a much broader issue than that though as far as "Law Enforcement." The ENTIRE population has higher than normal incarceration rates while crime is still an issue.
The deeper you look into the issue the more corrupt and messy it gets.
